Bio:
Mal is a Past Chief Commander (2009-2011) of CPS-ECP and served 13 years on the former Governing Board in various positions including National Secretary, Treasurer, Admin Officer and Executive Officer. He has served in various capacities at the Squadron, District, and National Committee levels and is presently the representative of CanBoat/NautiSavoir (CPS-ECP) with the Canadian Safe Boating Council of which he is a long term Director. He received his 49th Merit Mark in 2025 for his volunteer contributions to CPS-ECP.

Bio:
Cathie served 8 years on the CPS Governing Board and Board of Directors including 5 years on the National Executive Committee. As Past District Commander of Rideau District, she is still active in her Squadron and District. Cathie received her 40th Merit Mark in 2025.
Cathie and her husband keep their boat at a home dock on the Rideau River. They enjoy cruising the Rideau to the St Lawrence River and their month long summer vacations have included travel to New York City, Chicoutimi, Lake Champlain, the Trent Severn Canal and various locations on Lake Ontario. Although living in Ontario means a short boating season they make the most of their time on the water. Along with a 4 week vacation, they enjoy long weekends on the boat either at anchor or in downtown Ottawa.

Bio:
Joe is a Past Chief Commander (2013-2015) and has served on the former Governing Board and the current Board of Directors of CPS-ECP. He has served in various capacities at the Squadron (Windsor), District (Western Ontario), and National levels. Joe received his 35th Merit Mark in 2025 for his volunteer contributions to CPS-ECP. Currently Joe serves as his Squadron Educational Officer and the District Educational Officer and the Treasurer of the Canadian Safe Boating Council.

Bio:
A Past District Commander of the York East District, R. John also served on the former Governing Board as a General Director and most recently as the Editor in Chief of The CPS-ECP Port Hole. He is currently the Financial Officer of the Prince Edward Squadron. R. John received his 30th Merit Mark in 2023 for his volunteer contribution to CPS-ECP.

Doug Stewart AP

Title: Treasurer
Bio:
Doug completed the Boating Course and joined then CPS in 1994. He became active in Squadron affairs upon his move to Vernon, BC in 1999.
Doug has held many positions in CPS-ECP, most recently serving for two years as National Chair of Rules, then for six years as the CPS-ECP National Financial Officer. He remains active in Okanagan Squadron and WCID activities. In 2025 Doug received his 25th Merit Mark.
Doug is a retired Chartered Accountant.

Bio:
Larry was drawn to CPS after surviving the then 16-week entry level course in 1975 and is a part of Tillsonburg Squadron Educational Team yet today, with 45 merit marks to his credit in 2020. He has been Tillsonburg Squadron Commander and District Commander for Western Ontario District in 1999 and served since 2007 as Director of the CPS Foundation.

Bio:
Robert is a CPS-ECP Past Chief Commander (2015-2017). He has served in various capacities at the Repentigny/Lanaudière Squadron, Cartier District and National levels. He served 13 years on the former Governing Board and the current Board of Directors of CPS-ECP and 10 years on the Executive Committee. Currently, he serves in education and as advisor at the Squadron and District level.
Robert received his 30th Merit Mark in 2024 for his volunteer contributions to CPS-ECP.

John Hinksman SN

Bio:
A Past District Commander of York West District, John has served as Course Director for Celestial Navigation and is currently a member of the Offshore Navigation Committee. John is a Past Chair of the CPS Foundation, a position he held since 2007. He stepped down in 2020 to serve as a Director and currently a Member. John received his 45th Merit Mark in 2023 for his volunteer contribution to CPS-ECP.

Sheila Boutcher SN

Bio:
Sheila served in the National Training (now Education) Department in various capacities for 24 years, with three years as National Training Officer. She remains active in teaching at the squadron level. She is also Past District Commander of Vancouver Island North District, and is currently the District Membership Officer, as well as serving in an editorial function on the National Membership Committee. Sheila received her 52nd Merit Mark in 2025 for her volunteer contributions to CPS-ECP.

Bio:
Luc currently holds the position of Secretary of District Cartier and Administrative Officer at Cartier Squadron, which was recently formed from several squadrons. He has served at the National level as Director and National Financial Officer. He also served as Squadron Commander at his Squadron (Le Marinier) and District Commander (District Cartier). He was the President of the Joint Committee of the Montreal Boat Show for many years. He received his 19th Merit Mark in 2025, and he is member of the CPS-ECP since 1994.
